Depends on the city, and the mode. The US has the best national rail service, Canada has the best bus service, certain US and Canadian cities duke it out over who has the best metros/subways/light rail, and Australia wins handily on Regional Rail.

Pedestrian tunnels do not equal bad urbanism. There are plenty of places where they do a good job of separating confilicting traffic types. The issue here isn’t the tunnel, the issue was that it was under built and poorly maintained.

I do think it's worth noting that Oakland to SFO is a 25 mile trip, which is twice the length of JFK to Midtown Manhattan. Outside of Dulles-Downtown DC, I can't really think of any cheaper airport-Downtown trip given the length other than LA which is a horrible trip.
