The answer to this I think is the same reason to why it's so difficult to escape and abusive relationship/dynamic. Just scale it up. Add cognitive dissonance. Learned helplessness. Heavy societal linguistic programming. The effects of a constantly adrenalized nervous system.

It brings up an interesting point. I think that being obsessed with poverty- basically having a scarcity mindset, can also be very frightening. When a person cannot imagine their identity outside of poverty, they can stay stuck.

Dont ask to have your needs met - State what your needs are. Matter of factly.
A person can then choose to fulfil them or not. Based on what they choose, act accordingly (ie. dont reward what is not worthy of reward through your continued presence & love).

Something of the sort. Why else would convicted male rapists in california be allowed to transfer to all female prisons on request - approved by judges - so that they can then rape females repeadly in prison without consequence. State sanctioned rape and humilition of the woman.
