It's used all the time to describe language that avoids assigning responsibility to the actor that caused the effect. Just like lots of people say "begs the question" when they mean "raises the question."

They’ll give you a list of funds, pick one that says Index. By the time you need to switch to lower risk stuff you’ll be old enough to get it.
