I was thinking of making a sort of "meme of the day" web app for Students at my Uni, as a fun side project.
They would be able to upload memes, and upvote others, and the most upvoted ones could become "meme of the day".
Any ideas on how to make more fun?

Good point, I have a few thoughts on that:
The Uni is fairly small. Realistically there would be max. ~100-200 users, all of which would be invited manually.
There would be an upload limit of max. 1 picture a day/week (not sure) per account, wich would make manual moderation
