This is a crucial distinction. Whether or not China does, in practice, limit free navigation is only part of the question. Apparent PRC "benevolence" is actually a claim that authority to permit/deny lawful access to int'l waters resides in Beijing.
That's just not cricket/law.

Yes. Economic openness -- i.e., the ability to conduct market transactions free of coercion -- is something that all the SCS parties want and need. If US would emphasize that instead of FONOPs, we might find willing partners.
