Short answer: they aren't justified.
Holding up R&D programs for months at a time because they might hurt a few seagulls is inexcusable.
The peak of the absurdity was making SpaceX having to calculate the risk that their booster lands on a whale.
SpaceX can't fly Starship until November at least.
This is nuts. How are 60 month delays to satisfy these requirements even remotely justifiable?
