2. Hamas has said the ceasefire covers all orgs - they have control over them, so they are theoretically "responsible" for actions by PIJ, etc.

Prisoners can't be released, because they are just an idea that cannot be extinguished. If you release one, several more will take their place. It's not winnable.
Israel must end torture and other ill-treatment in custody and release all Palestinians detained unlawfully, including those held without charge or trial in administrative detention.
