A coworker thought it would be 🤣🤣🤣 to cough in my face bc I'm such an idiot, wearing a mask, disinfecting everything. A few days later, I was home with Covid. She was in the hospital. She almost died, I had headaches, brain fog, body aches.
She is now disabled & re-infected.

It's common. As a probation officer, we wouldn't even ask for a revocation unless there were several violations or a major one.
I think in these cases, they are trying to avoid jumping right into 1st amendment issues that will be appealed.
Frustrating, yes, but also smart.
