You probably triggered velocity filters. The gateway can track attempts by Card, Device, Email, IP Address, and Phone number, and recommend a decline.

You can go on Trump's campaign website and find 20+ policy options, along with videos of Trump explaining his platform. No such info from Harris.

When a card is processor declined, you can include a checkout message to encourage them to use a different payment method or check with their bank.
If you can, hold onto the email addresses of declined subscribers w/o a success and reach out to them 3 months later to try again

U.S. customers aren't expecting 3DS at checkout, which adds friction and results in fewer sales for the merchant.
