This is one of the larger problems. Companies don't want to train anymore because churn just is just part of the process and they don't see the benefit.
With raises often a pittance and no benefit to seniority, the system is working as designed, but it's a bad design.

This problem with "you can filter it" is that literally everything else in the ecosystem is also reliant on that rain. Every plant and ever animal. This isn't imminent death, but it's kind of a big deal and one we have no practical method for addressing.
