It makes sense to me...? Tiebreaker criteria should be limited to as few teams as possible imo. We don't have H2H tiebreaker over OKC or DEN, so we HAVE to go all the way down to conf record. But for H2H2H, OKC won more total games, so they win the tiebreaker.
