Won't work.
Depending on the design of bin & other factors, plenty of rubbish that's put in a bin doesn't always stay there. e.g.
1. Falls out/blows away when bin emptied.
2. Flicked/pulled out of open top bins by birds looking for food.
3. Blows off landfill.
Etc.

Great job. It would be practically impossible to achieve outside London. This is why we need London's legal restrictions on pavement parking (in place for decades) extended nationwide. Pedestrians everywhere else are second-class citizens.
