Extremely early, but I actually have succeeded in creating a web2 website to access web3 content without a server (no http gateway proxy like ipfs . io), using Lumes tech.

As someone qualified to actually answer this, you could definitely run wikipedia cheaply or expensive.
I do not think though that you need millions usd to handle the server bills. A bit of creativity can scale systems without wasting resources.

I can kind of agree. The better you engineer things and put in automation, the more you just need a smaller group of smart people, but not an army of people. Overengineering is an excuse to give out a lot of jobs and make things look more complicated than they need to be.
