There isnt a requirement to "give plenty of time to stop." If you hit the car in front of you it's your fault no matter how fast they slam on the breaks. You will get a ticket for following too closely.

This isn't going to be successful. The amount of energy recovered from a bike braking/coasting is very little -- bikes weigh a lot less than cars. And you will never get more energy out of the bike than you put into it.

Most rich people do not earn their money from salaried income. Rich people make money from investment income which is taxed differently. A 70% income tax would hurt upper middle class and have little effect on the ultra wealthy. It probably wouldn't generate much $ either.

Police almost never remove anyone from homes. Tenancy laws are so strong that if someone says "I paid to be here" police will leave them alone until the landlord goes through a costly months long eviction process and gets a court order to evict.
