(1) We all pay for the roads through our taxes (e.g. VAT, income tax, etc).
(2a) Car owners pay MVUC, supposedly to offset the cost of road maintenance because of the wear and tear cars make. Bikes barely damages roads unlike cars.
(2b) MVUC barely pays for the roads anyway.
