Corruption can either be efficient or inefficient. In most of Africa, it has been extremely inefficient. Political leaders often monopolized the revenue streams from a few prized natural resources, then siphoned all the wealth overseas into Swiss accounts, or even worse, took/interfered with functional private companies and then assigned it to quite frankly idiotic relatives. They also overbilled on kickbacks, to the point where it could bankrupt competent local companies, and opened the door for only foreign companies to participate, This explains in part why so many African aviation carriers failed, and why Ethiopian is the last man standing from the 1950s/1960s. It was predatory corruption, a full blown kleptocracy. In Southeast Asia, the nature of corruption differed. Government contracts were often dealt out to long standing family owned businesses, normally helmed by competent patriarchs who planned to stick around in the region so hence the ability to execute put their family's name on the line. SE Asian government elites usually were fine with marginal kickbacks(3 - 10 % depending on project) and held back from actually wading into business operations that were going smooth. And any money procured from corruption usually went into developing industrial estates, malls, office buildings, and real estate at home. If any did flee the country it stayed in Asia regardless, going to Hong Kong or Singapore and building up the regional banking system, not to far away Switzerland. There is good corruption, and bad corruption.
