@PoliticsIntlLaw It’s legal under article 108 for the UNGA to adopt amendments to the Charter by a 2/3rd majority vote, with the catch that to go into effect domestic ratification by the P5 is required. This is how the nonpermanent membership was enlarged in 1963-1965 (what my paper’s about!)
