Private/parochial schools have more accountability than public schools. Public schools are allocated a budget every year regardless of student outcomes. Public schools are accountable to the government/teachers unions. Private/parochial schools are accountable to the families.

I went to Baruch College in NYC to get an MBA. Not a top tier school by any means, but it had a good reputation when I started.
It has fallen dramatically in quality and it is effectively a diploma mill for MBA.
Do not be impressed with people who have an MBA.

What you described is pretty standard in my market. LL wants some type of protection incase the tenant is a deadbeat, skips town, or runs out of money during the buildout.
I can make the argument for both sides.
