Here’s some context in a screenshot below. With this context now clearly in in mind, here’s the thing: Vhagar was not ridden by Aemon, she was ridden by Baelon. IE if this “inheritance” was a thing that existed (it’s not.), she’d pass to Viserys’s descendants first and foremost.

I don’t think people quite understand Dany’s motive towards the iron throne. Dany doesn’t see it as a privilege nor does she feels like she’s entitled to it. She sees it as her duty as the last Targaryen that’s left in the world to restore her family to its once former glory.
