I agree with a lot you've said here but there's got to be a mention of what the overall budget for the campaign is. There's a scenario where it's still better to just use ABO and set budgets to 1x CPA and run for 3 days. With your CBO method, there's a high chance that Meta wont be able to successfully distribute budget effectively across all adsets - even with min budgets set. I think there's something to be explored about having a lower hit rate % testing with CBO vs ABO because not all creatives get a chance.

@mirandaakins So even though CC and tROAS are different optimisations, you still found there was conflictions? (as in highest volume vs value) Also, how high would you say your brands AOV is, wondering if this plays a part into why tROAS works so well for you
