The difference is, Wheatley is treated WITHIN the story as an annoying blabbermouth, everyone hates him and that's part of the whole joke. Plus his voice is charming and he's often genuinely funny. Modern games are basically written BY Wheatley, with no self awareness or wit.
Although there are a lot of Wheatly comparisons, I don't really agree because Wheatly being stupid and annoying is not only character for him, but also used as a way to further drive the plot and has an in lore explanation.
