a lot of comics fans dont want to admit it, but mystique is EASILY top 5 most recognizable/ popular characters from the x-men. i can bring her up to most ppl under 40 and they generally know who im talking about.
And if I said Mystique deserves and could carry an ongoing series? Spy, thief, assassin, politician, etc. The mutant mother of shapeshifting can do it all and more.
