12 ends the episode doing a full Valeyard turn with menacing music. Then, he executes another time lord in cold blood and kills everyone in the universe.

It's because the story isnt about the battles. They are treated as an afterthought in the books.
The story is about how small, "unimportant" people make more impact on the world than powerful people.
So having him show up and fight Aragorn or something would undermine that.
