There is a whole genre of anti-homeless drive-along videos that seek to “witness” urban “decline” w/out explaining anything. The car acts as both protection from and intrusion into poor environments, allowing the passerby to gaze out w/out being seen themselves. It’s slum gazing.

The academic building in which my office sits has turned into a cop staging area. When one of my colleagues used his key to the building to enter they promptly kicked him out. It’s clear who owns the university: not the students, not the faculty, but the admin and their pigs.

One way LA city traps people in homelessness: My friend keeps getting tickets on her broken car, which she can’t afford to fix b/c she has to keep paying off the tickets. This leaves her homeless w/out reliable transportation or income - and she’s 70-something years old!

I’ll just tell this to the unhoused people I organize with who *checks notes* are lifelong (or decades-long) Angelenos largely displaced by *checks notes again* people/capital from outside of LA. Nearly 3/4 of unhoused people lived in SoCal (mostly LA) prior to becoming homeless.

The council office of Traci Park should have known about this operation b/c it appears to have occurred in lieu of a regular sanitation sweep which was already scheduled (see flyer below). Council offices know when sweeps are happening b/c they’re the ones who schedule them.

But that morning, according to residents of the street, it wasn’t the usual sanitation sweep players. Rather than getting a knock alerting them to move from LAHSA, the council office staff or LAPD, they got a knock from a Home Depot employee!

If I had to guess, I’d say that the council office of Traci Park ordered this sweep in collusion with Home Depot and nearby “stakeholders,” like whoever donated the planters. I may be wrong, but I can’t think who else in “the city” the three people I spoke with were referring to.

While the effort to eventually put planters down the whole street was foiled (for now), the vehicle residents of this street (some of them now former residents) have reported to me no recent offers of housing, shelter or services by the city. They deserve so much better!

When I asked again if they had a permit, this Home Depot employee told me I could “call the city.” When I asked if the council office was out here, he told me, “they literally were standing here earlier.” He seems pretty sure of himself that the city approved this!

For many, these drive-along videos are the only views they’ll ever see of a city’s poor areas. The comments below them make clear that the goal isn’t understanding but reactive vindication. I.e., these videos are fuel for confirmation bias regarding so-called urban decline.

I assumed Fentanyl was an unwanted component in the street drug supply. Recently tho, I heard a guy ask for it specifically & a guy recorded unwittingly by a Ring camera discuss how it makes him "Get hot, rip off my clothes and break things." So people are knowingly using it?

To conclude, I think there’s a strong chance Traci Park’s council office knew about what Home Depot would do with the planters during this sanitation sweep. In fact, the whole sweep might have been created for that exact purpose!

When I arrived on the scene, there were three people standing near the planters, which had yet to be bolted down or filled in. I went to talk to them, curious. A woman wearing a Dodgers cap, who I didn’t grab a close photo of, took the lead, saying “the city is involved.”

The power to both command the resources of the city (the sanitation flyer) and also go off-script (not much if any sanitation + Home Depot’s involvement) is really only held by the council office. Council offices can both start or stop a sweep, as many organizers are aware.

While there is some minimal chance that this Home Depot employee was lying to cover his tracks, I don’t buy it. He could have confused some department of the city with the council office, but judging by the lack of department presence I’m not even sure who he’d have meant.

Between one and two weeks prior to the sweep, residents had also gotten a knock from someone telling them they’d have to move on that day. It’s unclear who told them that, but that knock paired with the official sanitation flyer indicated to them that this would be a sweep.

If someone says a tiny shed is better than “the street” for an unhoused person, ask them what exactly they mean by “the street”? Usually they’re relying upon a stereotype of an encampment. In reality, the street encompasses a range of living arrangements and preferences.

But there weren’t any sanitation trucks, outreach workers, DOT enforcement, or LAPD on standby per usual. The street and sidewalk remained open to traffic the entire time. Some people came through and picked up some trash, according to one resident, but not much of it.

2. Skid Row is a disproportionately Black area compared to the city overall, which is similar for rates of homelessness here (Black ppl over 4x more likely to be homeless than White). ASA’s Urban Sociology section engaging in this discourse is a form of anti-Blackness.

Once you get to know the needs of the homeless community closest you, you can adapt what you bring - e.g., someone might be a camp cook who will take donations of fresh vegetables, etc. Great! But to begin, think Prepared (ideally w/ utensils), Warm, Low Waste and Hand-Delivered!

There is also a possible relationship to cop dash cam footage. And the videos often remind me of shots from films about cops, where the director seeks to show the view from the patrol car. There are whole YouTube channels dedicated to 20-minute takes of the urban environment.

6. From the way the announcer said the comment (and what I heard from other people), the “dangers” of downtown LA were a concern for multiple people. That is a fair concern, but there are ways to take safety into account that don’t further stigmatize places like Skid Row.

5. Statistically, I’d guess it’s probably just as likely (if not more likely) for someone to be the victim of a crime in empty parts of downtown at night as in Skid Row, where there is also safety in numbers (this is one reason why ppl live in community in camps).

Who does @LAHomeless mobilize for? Politicians. What mobilizes politicians? Bad PR. Totally unsustainable process: there are 41,000+ homeless people in LA city. We can only write so many bad PR stories for politicians like @MitchOFarrell to get unhoused people help.

For example, while I appreciated the giant bag of raw onions someone dropped off (which I just finished), residents did not. Their encampment is not a dumping ground, and such drop-offs often end up piled near the few trash cans they have, rotting and leaving maggots.

LA has become so numb to homelessness that it takes a homeless vet hit by a car or a family w/ a baby to get @MitchOFarrell ’s attention. I know @LAHomeless is overburdened and I’m glad they step up to help out, but there are so many unhoused and their calls for help go unanswered

7. I helped facilitate an invite for an unhoused organizer/scholar to speak on a panel at ASA. I’m not sure how that fell through ultimately, but if that was the attitude of the people in the section that houses much research on homelessness, maybe right decision to not join..

If you do research w/ unhoused or poor folks more generally, you should be willing to put your own resources into your work if you have them. And by this I mean buying folks lunch, necessities, or even cash. Extractive research also produces poor insights. Participation = labor.

My homeless friend recently received 5 parking tickets, and her fried just got his secondhand RV towed b/c it had unpaid tickets from the previous owner. Requiring the poor and unhoused to pay off (or work off, see below) parking tickets is BULLSHIT @LADOTofficial .

1. Smith takes the council office and presumably LAHSA at their word that there were hotel offers for residents of the wetlands. Of 30 people who myself and @VeniceJustice1 spoke with during the July-August sweeps at the wetlands, there were few to no offers beyond wait lists.

Time and again, I’ve seen politicians mis-characterize the right to remain as the same thing as being told to remain, as if unhoused people are controlled by advocates. At best, this is misunderstanding; at worse, it’s slander. @MayorOfLA ,talk w/ these people in good faith! (3/3)

Since I began this research in 2020, I have only witnessed advocates calling for the right to remain, which leaves open the option to pursue whatever shelter the city has made available. I have seen these shelters criticized in a way that perhaps influences people to remain.(2/3)

Just yesterday, I brought an unhoused friend into CVS to receive the vaccine and we were turned away b/c we hadn’t made an online appointment. We made one for next week, but at this point this vaccine should be walk-in everywhere. Or go door to door in community w/out access. 1/2
