Every district should have one representative in parliament. Simple as that! The other money used for managing a huge number of MPs can be used to improve other sectors like agriculture, health and roads. A poor country like Uganda doesn't need more than 150 legislators.

A coup may not happen in Uganda because M7 was wise. He employed Rwandans instead of Ugandans as top members of SFC. Rwandans in SFC care less about Ugandan public affairs. All they want is their good pay. It would be likely if real Ugandans manned SFC but now a coup is a wish.
