This afternoon, @AntiGraft_SH working with @CID1_UG, @ODPPUGANDA, and @ShieldInvestors have arraigned Taremwa Jassy before Buganda Road Court on Charges of Obtaining Money by False Pretense. On 30th January 2025, at the National Identification and Registration Authority (NIRA) Office at Lumumba Avenue in Kampala City, the accused with intent to defraud, obtained money from a person by falsely pretending that he was going to process the replacement of his lost National Identity Card in one week where as not. He has been remanded till 06/02/2025.

Last evening, Pastor Robert Kayanja, the founder and senior pastor at Miracle Centre Cathedral, paid a courtesy call on the Head @AntiGraft_SH, Brig Gen Henry Isoke. The two discussed issues of national interest, including the significant role religious leaders have to play in preaching and mentoring their followers in the war against corruption. Key to their discussion was the upcoming launch of the book "To Hell and Back", a story of redemption by one of the Unit's staff who was abducted as a child soldier and forced to fight in the brutal Joseph Kony LRA's war, but was rescued by the UPDF, rehabilitated and later welcomed by Pastor Robert Kayanja and is now an officer at SH-ACU. The Pastor thanked the Unit for welcoming him and for the work the unit is doing to fight corruption. The General thanked Pastor Kayanja for his work, especially for serving humanity through preaching the word of God. He also appreciated the pastor's contribution to the country's socio-economic transformation which is creating positive impact among the wanainchi. Brig Gen Isoke affirmed SH-ACU's commitment to fighting corruption by responding quickly to complaints reported by the citizens.

STUDENT LEADERS TIPPED ON ANTI-CORRUPTION Earlier today, the Head of @AntiGraft_SH, Brig Gen Henry Isoke, had an interaction with 725 University student leaders and other leaders from higher institutions of learning from across the country who are on a Patriotism & Ideological training program at Nkumba University, Entebbe. Gen Isoke was received by Col Justus Rukondo, Camp Commandant, responsible for the coordination of the training program, and Lt Col Akasius Mpabaisi, the Chief Instructor. In his presentation to the participants, Gen Isoke observed that the cost of corruption is enormous; among others, it leads to brain drain as human resource is lost to other countries on account of better terms of service. He noted that between 2018 and 2022, Uganda externalized a total of close to 230,000 young migrant workers to different countries, especially in the Middle East. Corruption severely undermines national development by distorting resource allocation, reducing foreign investment, and increasing income inequality. Other consequences include compromised infrastructure, poor healthcare, and environmental degradation. The General reminded the Youth leaders that the government has enacted comprehensive legal and institutional frameworks, including the Anti-Corruption Act and Whistleblowers Protection Act, alongside technological solutions like e-government procurement. Institutions including IGG, PPDA, DPP, SH-ACU, and the Anti-Corruption Court, among others, were established and mandated to combat corruption in the country. He added that the laws are not the problem; they are sufficient to address the vice; all we need is to utilize these frameworks to decisively defeat corruption in the country. In their contribution, the students observed the need to sensitize the masses and enforcement officers on the effective application of the laws. Gen Isoke observed that despite the prevalence of corruption, Uganda has made notable progress, including improved GDP growth (6% in FY 2023/24), increased life expectancy (68.2 years), and elevation of the country to lower middle-income status. The General highlighted youth-centric initiatives such as the Presidential Industrial Hubs and the Youth Livelihood Program as critical for wealth creation and economic transformation. Brig. Gen. Isoke concluded by noting that to enhance our country’s national development, there is a need to ensure the vice of corruption is defeated. The NRM government, under the visionary leadership of H.E. President Yoweri Kaguta Museveni, has put in place legislations and institutions to fight corruption. The masses are being mobilized through various efforts, including patriotic clubs. He commended the Commissioner, National Secretariat for Patriotism Corps (NSPC), and her team for their effort in promoting patriotism among the youth, and also for inviting him to participate and share his experience with the student leaders. He acknowledged Nkumba University leadership for providing the venue and facilities to support this training. The General also thanked the student leaders for participating in the training and encouraged them to continue taking part in such patriotic programmes, to strengthen their moral and ethical values.

SH-ACU ARRESTS FRAUDSTERS WITH 2M US DOLLAR COUNTERFEIT CURRENCY. Earlier today, @AntiGraft_SH, assisted by Entebbe police, @UgandaCAA security, and an LC leader, searched a garage in Entebbe Municipality, where a consignment, suspected to have been smuggled from Entebbe International Airport, was being hidden. In May 2024 and later in October, SH-ACU received a tip-off on a consignment that was suspiciously being held at the Airport. Since then, SH-ACU, together with other security agencies, have monitored the consignment. On 17th December, the consignment was smuggled out of the Airport. SH-ACU investigation team was tipped off and traced the same in a motor vehicle garage in Entebbe. Today, upon conducting a search, the joint Investigation team discovered 40 large and medium metallic boxes containing suspected counterfeit US dollars, amounting to $2m. To hoodwink their would-be targets, the fraudsters added soil in the boxes to exaggerate their weight. Besides the fake currency, the team also recovered several bulky, well-wrapped boxes, falsely appearing to contain goods in transit, yet they had useless items, including empty crates of soda and beer. So far, three suspects have been arrested, while efforts to apprehend others are ongoing. The Head, @AntiGraft_SH, Brig Gen Henry Isoke, has reiterated the Unit's determination in coordination with other sister agencies to crack down on criminals who target innocent citizens and foreigners to extort from them colossal sums of money through fraudulent and fake transactions. #ExposeTheCorrupt

@AntiGraft_SH, together with @CID1_UG and @ODPPUGANDA, have arraigned Welishe Robert, the Head Teacher, Butale Church of Uganda Primary School before the Masaka Chief Magistrate Court on charges of providing false information. He has been remanded until 23/12/2024. Between February and May 2024, the accused, being a Head teacher of Butale C.O.U Primary School submitted wrong information of the pupil enrollment records to the Masaka City Education Officer. He informed the Masaka City Education Officer that, 423 UPE Students had been enrolled which was not true, an act he knew would cause financial loss to govt. #ExposeTheCorrupt

The Rt. Hon. Prime Minister Robinah Nabbanja, representing H.E. the President as the Chief Guest, delivered a strong message reaffirming the government’s firm commitment to eliminating corruption. She highlighted that this commitment has its roots in the liberation struggle, where the principles of accountability and integrity were prioritised under the Ten-Point Programme of the National Resistance Movement (NRM). She further noted that key government frameworks, such as the NRM Manifesto (2021–2026), Vision 2040, and the National Development Plans III and IV, clearly reflect the government’s resolve to combat corruption. The Prime Minister pointed out that success in the fight against corruption depends on a public service that manages resources responsibly, operates ethically, and works efficiently. She called on all Ugandans, including civil society, professional organisations, the media, and religious leaders, to play their part in this effort by fulfilling their respective responsibilities. She appealed to anti-corruption agencies to strengthen their cooperation in identifying areas within the public service that are most vulnerable to corruption. She encouraged the mapping of high-risk Ministries, Departments, Agencies (MDAs), and Local Governments to guide the development of focused strategies aimed at addressing these risks. The Prime Minister emphasised the critical role of technology in reducing direct human interaction, which can create opportunities for corruption. She highlighted the need for robust internal and external audits, close monitoring of government programmes such as the Parish Development Model (PDM) and road construction projects, ensuring their proper implementation. She also called for more efforts to involve citizens in anti-corruption initiatives. In her concluding remarks, the Prime Minister urged all stakeholders to work towards creating a society that values transparency, accountability, and fairness, a society where corruption is not tolerated and where every individual has equal access to opportunities and public resources. #IACD24

The Chairperson of the National Youth Council, Mr Jacob Eyeru highlighted young people as a key tool in the fight against corruption. He however noted, that for them to fully participate in the fight, government, particulary, Anti-Corruption Agencies need to make it easy for them to report corruption, make information available and accessible to the youth to be able to follow up on service delivery, Open governance and strengthened partnerships with all stakeholders. This afternoon, @AntiGraft_SH working with @CID1_UG and @ODPPUGANDA, have arraigned Mutebi John Rogers, Bbale Joseph, and Matovu John, an Agricultural Officer/Focal Person for Masaka District, at the Masaka Chief Magistrates Court in Masaka City. They face charges of theft and neglect of duty and, have been remanded until December 23, 2024. The accused, Mutebi John Rogers and Bbale Joseph, in the months of December 2023 and October 2024 allegedly stole millions of shillings intended for the PDM SACCO members in Bukakata Sub-County, Masaka District. Additionally, Matovu John,the Agricultural Officer/Focal Person for Masaka District, is accused of neglecting his supervisory responsibilities in monitoring the activities and progress of PDM SACCOs within the district. These arrests follow the joint inspection tour and baraza that was led by the Minister of Ethics and Integrity, Hon. Rose Lily Akello, to address service delivery gaps and in Greater Masaka District and City on November 23, 2024. #ExposeTheCorrupt

The Deputy IGG, @DrOkiria, who was the Chief Guest of the #USDCL24, thanked the young people for engaging in such platforms reminding them that every argument and rebattle gives fresh perspective and raises our consciousness about the critical issues that affect us as a nation. She added that, the youth are among the most vulnerable to the various forms of corruption and such platforms prepares them to take on future responsibilities.
