I just remembered that Anthony Oliveira has talked about this. The reason why Billy is generally depicted as more feminine is explained in his origin story: he doesn’t pass as straight; everyone knows he’s gay; it’s why he was bullied.
I really miss the times were Billy was drawn like a guy too. I don’t want or need him to be the most masculine man in the world but it‘s getting weird.
