That's exactly how it worked when they did the trial of voter ID. I was standing in a queue of mostly black people to vote, they all got asked for ID, me being a white person didn't get asked.

If they had any reason to believe that was true they could easily expel Corbyn from the Labour party. It's clearly not true, so they can't. It's therefore anti-democracy to block him from standing.
