@seanmmcbride @EdWhelanEPPC Yeah, my question is how appropriations controls and statute work together for the Feds. Does an appropriation control, duly passed into law, overcome a statute? For us it doesn't ever come up.

An appropriations rider is not guidance, however--it is a legal restriction on the use of funds. There's two prongs here: a) Directs the agency to do something specific--I'm not sure how the Feds work but this would violate single subject rule here but b) Tells them they cannot expend funds. This would stop any change because no agency resources could be used to do it.
