the last 25 years of reckless management and spending has nothing to do with the economy. it has to do with politicians and bureaucrats spending other people's money like children given a credit card. they use the economy as an excuse. it is 100% a lack of will to go through every line item of spend. they're just too scared/incompetent/corrupt to do it. anyone arguing otherwise has never run a business or been responsible with their own spending.
