Prosecutors review evidence. If considered worthy, they present that evidence to a grand jury. Those citizens - not politicians - determine if there's an indict.

This means that the right to bear arms comes SPECIFICALLY from the need for militia. As no other reason for arming citizens is stated or implied, intent is clear.
