They didn't get control until 2021.
It was an R senate and R house for the first two years, and Democrats took the House in 2019 but not the Senate. It took the two elections in Georgia to give a 50-50 senate, which was only majority D after Kamala broke a tie.

When the median baby boomer reached 35 in 1989, that gen owned 23% of the wealth. When the median Gen X reached 35 in 2007, they owned 11% of the wealth. The median Millennial will reach 35 in 2023 but so far we own 3% of wealth.
The systems changed, we never got our GI bill.
