In Ireland it's 10 for the reduced age and 12 for the normal age. France is 13. Italy and Germany 14. People under the age of 16 are prosecuted in the majority of Europe.

Annually - it costs us around 1p each per day.
If we were asked individually whether we’d like to pay for this as a subscription service - I would assume it’s highly unlikely everyone would consent to paying for it.
