I did open exams for MSc in Netherlands/Denmark & closed book in the UK for BSc. Open book, generally formulas and parameter values for irrigation engineering, was more valuable than learning by rote. I'm an academic now. Knowing where to look is the most important thing.
If @UniofOxford has decided to trash itself, it will deserve to crash down international league tables. But the dumbing down of education across the university sector is a disaster for the nation. The next gov’t should bring in a Royal Commission.
