This... A lot to say about this. The term anarchism has less and less value for me because of this eternal issue. Treating anarchism as if it's something essential and eternal rather than a lable that gets slapped on many very different political positions that reject the state.
Anarchy is diverse not monolithic. Based around the local not the global. Experimental not predetermined. Organic not systematized. Its basic unit is the free kinship group embedded in a habitat, not a citizen integrated into an organization.
