He passed the test, he got on the bike, and he did all sorts of dangerous things, because it was fun for him without regard for anyone else on the road. That’s 100% on the biker.

Had he not been on the road, none of the “what ifs” would be needed. Instead of looking how to mitigate, firmly punish those who cause the issue
