#DispatchesFromPlanetAlbany
dives into the freshman experience of Assemblyman
@AlexBores
, a Manhattan Democrat, who just wrapped up his first two legislative sessions.
And we've got special theme music this week!

Senate Judiciary Committee Chair

opposes a floor vote on Judge Hector LaSalle’s candidacy to serve as chief judge of the state’s top court if his confirmation requires Republican votes, a reality that appeared likely on Thursday afternoon.
My mom became managing editor of the

She was not only one of a handful of female managing editors in the country at the time, but also one of the youngest.

The
@NYSenDems
are taking administrative steps to fast track a bill that could ensure a
#redistricting
challenge to future congressional maps flow through Democratic friendly courts.
The Rules Committee could send the bill immediately to the floor for a Senate vote.

Sen.
@KevinThomasNY
, after trailing nearly 8k votes based on in-person voting, is down 35 votes, after winning about 73% of the absentees counted so far. He is a lock to win, with more than 13k absentees left.
I was so excited for dad to get his J&J vaccine today but couldn't foresee such an incredible press conference.
Thank you

The next in-person lead to be reversed in favor of Dems will likely be

What do Cheerios & Lucky Charms have in common? Both made at the country’s oldest cereal factory in Buffalo, NY

Nothing like waking up to the smell of Cheerios in the air.
Hope everyone enjoys a bowl of NY-made cereal this morning.

Personal news: Starting today, I am officially returning to the
@nypost
as the paper's Albany Bureau Chief after a brief hiatus. Excited to be back on the beat I love, covering a new era in NYS politics.
It was a special treat to speak with
@MariaDeCotis
about the videos she makes using audio from Gov. Andrew Cuomo's
#covid19
briefings.
(editor's note: I waited until we stopped recording to let my inner fanboy out.)
🧵Last month, I was cc'd on a letter from Assemblyman
@MarkWalczyk
to the DOH that felt like a prank, since it was essentially an impassioned defense of the Chipwich, which could be in jeopardy of leaving a Capitol vending machine if the NYS Healthy Vending Act ever became law.
I wouldn’t have thought this 48 hours ago, but after talking with Democratic lawmakers and politicos, it seems like the legislature is inclined to take another stab at drawing confessional maps.
Assemblywoman Diana Richardson appears to have thwarted the political comeback of Jesse Hamilton. It’s likely
@YourFavoriteASW
got a boost from appearing on
@CapPressRoom
, and Hamilton suffered from not calling in for our scheduled interview.
It seems the best case scenario for the
@NYSenateGOP
is 23 members, while the
@NYSenDems
have a plausible path to controlling 44 seats. If I had to bet, my prediction at this point would be 42 or 43 Democrats in the
#NYSenate
.
The
@BPHACaucus
comes out strongly against 11th hour push by Hochul administration to relax New York’s greenhouse gas reduction goals.
“The best path forward is to build on the CLCPA and not weaken it.”
My chapter at
@NYStateWatch
is ending with the fiscal year (possibly before the
#nybudget
is done 😬) and I’m joining the
@TimesUnion

@TUCapCon
team!
If the Cuomo administration had released funding for
#census
outreach in a timely manner, would New York's count have been high enough to avoid losing a congressional seat?
Assemblyman
@PhilSteck
on his endorsement of
@ZephyrTeachout
. "I think that we need an attorney general, at this stage of state history, that's more independent of the big power brokers in New York state politics"
About a 43% increase in confirmed
#COVID19
cases in NYC due to increased testing. This is NOT a reflection on whether prevention methods in recent days are working.
After a robotic dog was deployed to a public housing building in New York City, Sen.
@JabariBrisport
introduced a bill "prohibiting the use of robotic devices by police agencies, where such devices are equipped with weapons or used for surveillance purposes."
AM
@RonTKim
is "confident" Assembly Dems will have a plan to address gov's pandemic powers and/or investigate the administration in "the next couple days."
"I know that
@CarlHeastie
will build a consensus necessary to push back against the executive."
For the 15th anniversary of the Senate Coup in Albany, the

Happy holiday to all who celebrate!
Ballots from early voting are starting to be reported.
In new
#NY17
, Dem incumbent Sean Patrick Maloney has 2,043 votes and GOP Assemblyman
@lawler4ny
has 2,140 votes.
This seems like a bad omen for SPM, as early voting trends Democratic.
2019: Cuomo administration tried to ban volunteer campaign work by legislative staff.
"When personnel volunteers for the campaign for the elected that they are otherwise working for, it could blur lines between state work and campaign work"

A spokesperson for Sen.
@ShelleyBMayer
, a Westchester County Democrat, says she will be calling on Gov. Andrew Cuomo to resign.
The senator is planning on releasing a statement Thursday morning.
That will make 20 of 42
@NYSenDems
calling for Cuomo to resign (or be impeached)
Sen.
@agounardes
made up about two-thirds of his Election Day deficit (5,210 votes), with only a third of the absentees. He is down 1,923 votes, according to
@NYSenDems
.
If he wins about 57% of the remaining ballots, which he can definitely do, he will get re-elected.
Gov. Kathy Hochul vetoed a bill requiring judges notify New Yorkers of their right to attend a non-religious, court-ordered treatment programs.
Why? Because then the legislature might mandate judges to inform defendants of other rights.
Victory by
@MichelleHinchey
puts the
@NYSenDems
well on their way to 43 seats, assuming John Mannion completes his comeback in Syracuse (a pickup) and Pete Harckham rides absentees to victory in lower Hudson Valley (a hold). Sen.
@JenMetzgerNY
’s fate is still unclear.
Democratic gubernatorial candidate

In response to follow up, he stresses that

We asked the Cuomo administration why prisons are being treated differently than other congregate settings when it comes to

They avoided the question.
The

Why is there no party in America called the Independent Party? In many states you are not allowed to name a party ‘Independent,’ likely because the duopoly knows that anyone on that line would get a ton of votes.
Sen.
@BradHoylman
-Sigal has started hyphenating his last name. His team says the addition was made on Monday.
I noticed the change with bill introductions (of which the senator is quite prolific).
Excited to announced the launch of "Dispatches from Planet Albany," a weekly podcast that will dive deep into the politics at the Capitol.
Our first episode, featuring
@ShontellSmith
and
@garrar26
will drop Friday, so here is the podcast trailer to tide you over.
I’m on a company-mandated furlough for the next week, so I’ll be mothballing this account through 4/12.
I hate to have to do it, but it is what it is. Follow
@GannettAlbany
for the latest
#COVID19
news in NY.
Nearby in the 5th Senate District,
@Gaughran4Senate
has basically cut his in-person voting deficit in half, after winning about 76% of the absentees counted. There are still more than 30k absentees left, which is more than enough to make up the current 7,151 vote difference.
"People with close ties to the governor, including his relatives, would have their samples moved to the front of the line at Wadsworth and be given priority. They were referred to as 'critical samples.'"
Legislation from state lawmakers Dan O'Donnell &
@JuliaCarmel__
designating all single-occupancy bathroom facilities in public places and in all public and private schools as gender neutral is on the governor's desk waiting to be signed.
For the second year in a row, the Capitol will likely be completely off limits to the general public during the passage of the budget.
At the same time, restaurants and sports venues, such as Madison Square Garden, are allowed indoor seating in a limited capacity.
Your recurring reminder that
@NYGovCuomo
isn't complying with his administration's hiring freeze on state employees, as
@ChrisBragg1
has repeatedly reported.
How many tenant activists are coming to the Capitol today?
I don’t know, but these are some of their lunches being wheeled through the Empire State Plaza.
A storyline to watch in Sen.
@JenMetzgerNY
's bid to make up her Election Day deficit is the hundreds of absentee votes laid aside, at least temporarily, as the result of GOP objections.
These ballots could be a big boost to her comeback effort (or not if they're tossed).
It's a sad commentary on our politics in Albany that non-partisan experts in certain fields are sometimes unwilling to come on our show if the insights and expertise they have to share contradict a narrative from Gov. Andrew Cuomo.
Gov. Andrew a Cuomo drops big news on outdoor dining with a press release instead of during his daily briefing less than three hours ago.
I can only assume this PR strategy was based on the science and input from international experts.
Newly released absentee ballot information from the state Board of Elections bodes well for Democratic incumbents in the Assembly who found themselves trailing when all the in-person votes were counted.

Per the CDC, hand sanitizer needs to contain at least 60% alcohol. Tito's Handmade Vodka is 40% alcohol, and therefore does not meet the current recommendation of the CDC. Please see attached for more information.
