Don’t spread rumors. If you mean Xu Zhihui case you are wrong. He was detained for theft (he stoled a cat and tortured it). They released him after 15 days. China lacks domestic animal protection law, so they not necessarily caught him for that.

Is it reliable? I recall that Liu Wencai wasn’t confirmed as Peng Xiang. Also „blue red white” striped fabric doesn’t necessary mean that is him. We know that multiple abusers share one account or one abuser owns multiple accounts to protect each other, it is hard to track them.

What about finally enact a law to protect domestic animals? Human intervention caused animal homelessness in the first place. First China should legally protect stray cats (and dogs), because they still are exposed to danger from abusers.
Government in action! Shanghai Jiading District Animal Epidemic Control Center carried out some "TNR Project" to trap, neuter, and release stray cats, which is an internationally recognized way of humane management and effective reduction of the number of stray cats.
