The Dutch don't cycle because their country is flatter, milder, or morally superior to the rest of the world.
It's because they invest €30 per person each year building a network of 40,000 km. of separated lanes and 60,000 km. of traffic-calmed streets.
毎度のことですが、cyclingイコール「サイクリング」ではなくて、買い物や送迎なども含む「自転車利用」なんですよね。levelもプロアマとかの上下の話ではなく「層」に近く、だからall levels of cyclingは「あらゆる自転車利用」です。その上で、今の東京都はUCIのこの評価に値しないと私は考えます。
