I think 1986 was similar, but people couldn't do it openly. I remember campaign materials for Cory had to be hidden. Pampanga in 2007 was almost like this. Our campaign was gruelling and people celebrated in the streets after we won. Stores gave out freebies.

Indeed! DepEd has a long history of working with the private sector. They have a mechanism for that. If I remember right, they have a committee or something of that sort that goes back to the 1990s. I used to be in govt (not DepEd) but our office worked with them.
