The Harris County Treasurer could have stopped payment once the contract was cancelled. Furthermore, the Treasurer is authorized to retrieve all debts owed to the county. Instances such as this is one of the reasons I’m running for Treasurer—-to protect taxpayers.

Fors Marsh was given a no bid contract on 4/5 for “analysis and evaluation” of the primary election. Why are they evaluating elections? They specialize “in the business of measuring, understanding, and influencing the way people think and make decisions” according to their site.
