If you want the nitty-gritty, you can always go for percentage completion of said project.
How long does it take to plan for a project, anyway? Does the sitting president plan for it? No. But he finds a way to fund it, push thru till completion. In that regard, PRRD is superior.
The Skyway 3 project is fantastic! It's the first time I actually didn't have to worry about traffic.
FAST FACTS:
1. Skyway 3 is part of the Manila Skyway system w/c began during FVR's time.
2. It was approved & started during PNoy admin.
