Why don't they simply follow the example of the Earl and Countess of Wessex? They live relatively "under the radar" (I couldn't tell you the names of their children) - at much less public expense - while quietly carrying out Royal duties/charity work.
4. Far fewer "issue-led" storylines.
5. More genuine, realistic interaction (or lack of) between characters.
6. Episodes in which "nothing" happens. People do have ordinary days. Show that.
7. Humourous dialogue which doesn't resort to double entendres.
