Simply amazing. "Hopeschoolers" would be the 2nd largest school district in the state. Lawmakers should be proud they passed such a revolutionary moment-meeting policy back in 2021 -- a point of pride for West Virginia.
According to Treasurer Larry Pack: Hope Scholarship expects 19,099 students -- increase from around 10K this year. They're requesting $96,013,384 to pay for it. Half of the appropriated funds must be transferred from WVDE to Treasurers Office in July w/ second half in Dec.

@CardinalWV has been educating WV'ians on the harmful effects of certificate of need laws since 2017, mostly to blank stares, though many understood its naked protectionism. To see CON elevated in a State of the State address by @wvgovernor was a great moment. Great things ahead
