Serving videos at scale can be really complicated but the specific ways in which Twitter videos are buggy don't really make sense. As long as the raw video file can be reliably retrieved from a server the browser should be able to play it back without all the horrible jankiness.

Doubt it. Sponsors are doing deals with YouTubers without YouTube's involvement. Technically they're competing with YouTube's own ad platform for placement on their video platform, so YouTube has no incentive to care about SponsorBlock.

Windows boots fast by cheating. It basically stores an already booted copy of Windows in the NTFS pagefile so it can just copy that to RAM at boot instead of initializing everything the traditional way. It's much slower if you disable it.
