NE people are more proficient in English compared to Indians from other regions, so it's obvious why they would have an advantage when it comes to getting jobs as servers in big restaurants (not just of East Asian cuisine).
Saying it again, keeping northeastern people as servers in Japanese/Korean cuisine restaurants is one the biggest racist things which is generalised by everyone, even 5-star hotel chains.
