I’m afraid that is semantics. It is funded by a poll tax, with powers the same as the post office used to avoid the cps etc but criminalise people. It may not fit a technical description but it is about as state funded in reality as it could be. Arguing the funding doesn’t come straight from government and hence not “state funded” is poor.
