@chaneykyoto @BK_McCallum @Rep_Stansbury I know how the actual process works, rather than what Google says. Are you under the impression that when Congress passes a funding bill it spells out in detail exactly how, when and where that money will be spent? Or does the agency make those decisions?

@JoshEakle That would take things they don't have. -Money. -A policy platform most people don't hate. -Coherent spokespeople. -Good ideas. -The ability not to insult and belittle half the population. -Some basic understanding of how government in this country is designed to operate.
