The oral method is faster and less evasive than the NPS. The both methods are used alternatively in respect to the condition. Both have their pros above another. So one cannot be totally taken out.

It's actually "do not make calls close to gas." It's safer not to take it close incase your gas is leaking. The radiation from your phone can cause fire outbreak with the gas.
That is why they don't allow phone calls at filling stations too
