It absolutely is how you build a program! When you lose players to portal, you have to fill their spots somehow. Had nobody transferred out, then yes, you are right. However, this is the only way to rebuild after mass exodus.

To be fair, A&M was without 30 scholarship players, a 4th string QB and only managed to lose by 8. Those players affected FSU, but not to the tune of 60 points.
